Our leadership and story

vrBranch is led by mother-daughter duo Pang Thao and Neuchee Chang,

who bring over 35 years of combined experience in Minnesota’s health and human services field. Beyond their professional expertise, one of their greatest strengths is the diversity of perspective and life experience they bring as a dynamic intergenerational team.

Pang, a Gen X leader, and Neuchee, a Millennial, bring perspectives shaped by different generations. Pang came to the United States as a young refugee with her family in 1979 and grew up forging a path that was new for her family. As a first-generation college graduate and entrepreneur, she learned to navigate unfamiliar systems, create opportunities, and build businesses without a roadmap to follow. Her entrepreneurship journey shaped the independence, resilience, and resourcefulness she carries into her work today, along with an understanding of how priorities and needs can evolve through different stages of life.

Neuchee’s connection across generations is both professional and deeply personal. As a young Hmong American, she has spent much of her career working with older adults while also sitting with, listening to, and caring for her own grandmothers. These relationships have deepened her understanding of the challenges older adults may face and strengthened her respect for their wisdom, resilience, stories, and lived experience. At the same time, she understands the evolving cultural identities, social pressures, emotional well-being, and expectations that shape the lives of younger generations today.

Together, their cultural and generational perspectives help them see the whole person—and provide guidance that respects each individual’s story, values, needs, goals, and vision for their life.

Pang Thao

Principal

With more than 20 years of leadership in Minnesota’s health and human services field, she has spent her career building businesses, systems, teams, and community connections from the ground up. As the former owner and operator of multi-million dollar companies, Hmong Home Health Care, Inc. and First Choice Home Care, Inc., a Medicare-licensed agency, she led PCA, 245D, and skilled home care services through both start-up growth and acquisitions.

Pang is a visionary. Her entrepreneurial experience extends beyond health care, including work as a real estate broker and mortgage lender starting in the mid 90's. Across her ventures, Pang’s strength has been recognizing what is needed, building the systems to support it, and connecting people with the right resources. Hmong Home Health Care and First Choice Home Care were built with little reliance on traditional marketing; their growth came largely through relationships, reputation, and the way people were served. That experience reinforced Pang’s belief that lasting organizations are built on trust, integrity, strong relationships, and systems designed with the future in mind.

Her years of working with counties, health plans, providers, and community organizations have also given Pang a strong network of relationships and resources throughout Minnesota. At EvrBranch, she brings that same builder’s mindset and people-centered approach to creating services and systems that are thoughtful, dependable, and built to last.

Beyond the Work

Pang is happiest with her hands in the garden or enjoying the great outdoors. She loves nurturing her plants and watching something grow from the care and patience put into it. When she is not gardening, she enjoys hiking, exploring new places, spending time in nature, and, when the opportunity arises, singing a little karaoke.

Neuchee Chang

Lead Employee

With more than 15 years of experience in Minnesota’s health and human services field, Neuchee has held leadership roles with Hmong Home Health Care, Inc., First Choice Home Care, Inc., and Peaceful Lodge Assisted Living, spanning compliance, staff development, billing, intake, marketing, care coordination, customized living, program operations, and technology. She has also long been drawn to entrepreneurship and its ability to solve problems, create opportunities, and strengthen communities.

One of Neuchee’s greatest strengths is her deep understanding of people. She naturally looks beyond what is immediately visible to understand the emotions, relationships, culture, family values, experiences, and circumstances that shape a person’s life. Growing up around young people navigating identity, belonging, cultural expectations, and personal challenges further shaped her ability to see the whole person rather than a single need or circumstance.

Neuchee earned a Bachelor of Individualized Studies from the University of Minnesota, with core studies in health sciences, holistic health, cultural understanding, and communication. Her multidisciplinary education, paired with a strong interest in technology and innovation, allows her to find connections, simplify information, and make better use of the resources available. At EvrBranch, Neuchee brings together people, perspectives, and resources to make complex systems feel more organized, accessible, and human.

Beyond the Work

Neuchee enjoys collecting all things miniature and bringing ideas to life through 3D printing. She also enjoys hospitality and creating memorable experiences for guests through her Airbnb. Music is another important part of her life—she is a singer who performs alongside her husband and family in their family band.
